In general, just go with the best available item and cube the other. The former has slightly more Area Damage while the latter has slightly more raw DPS. The difference between dual-wielding and a single weapon is marginal. Ideally, you want to get rid of the 25% Rain of Vengeance Damage Affix to get something useful.

Finally, the set gives you 60% damage reduction and up to 160% Movement Speed while using Strafe. 3 pieces of the Gears of Dreadlandsset including Shoulders are required to automate Hungering Arrow casts while providing great bonuses: x3 damage through the (2 ) Bonus and the (4 ) Bonus that can be roughly counted as a x2-2.5 multiplier due to effectively providing hidden extra Attack Speed.The (6 ) Bonus gives us 60% damage reduction and a 14,000% damage bonus after using Rain of Vengeance.
